Bulgarian Communist Base

So with my idea I'm finding it quite hard to explain. My idea is to use this abandoned communist base in Bulgaria which is now heavily graffitied and torn apart, and create this effect were the shadows of past communists wandering through the halls. Its a weird sort of "spooky" idea but using after effects I plan to use animation on top of the image were you see these men casually walking through the building like everything is normal, just going about their business. Also have the landscape change between what it was back in the 80s to what it is now, and have the animation change between the actual people and the shadows they are now.

This is a sample of the idea I'm going for. The shadows are just still images now but I hope it gives you an idea of what I hope to achieve from this idea.
